San Mateo County District Attorney Inspector Randy Billingsley has been an inspector in the district attorney’s office for the past four years and a law enforcement officer for the past twelve.
A consummate investigator, Mr. Billingsley has been consistently assigned the most complex cases in the office while working the General Criminal Investigations Unit, including cases involving misconduct by public officials, officer-involved shootings, sexual assaults, kidnap and homicide cases. Inspector Billingsley also has acted as a local law enforcement liaison while authoring protocol and conducting training for local agencies for State Wiretap Investigations.
Over the last several years, Inspector Billingsley resurrected a 1991 missing persons case believed to be a murder. In December of 1991, Donna Morrow, was reported missing by her husband, Joseph Morrow. Mrs. Morrow was never heard from and her body never recovered. Through tenacious and methodical investigation, Inspector Billingsley was able to lead an investigation the not only located the victim’s buried skeleton remains, they uncovered additional evidence and gained the cooperation of numerous reluctant witnesses. This investigation concluded with a Grand Jurty Indictment against the husband, Joseph Morrow. A jury trial is scheduled to begin within the next several months
